HEERF 2022 INSTITUTIONAL REPORT

INTRODUCTION 

On March 27, 2020, the United States Congress passed the Coronavirus Aid, Relief, and Economic Security (CARES) Act in response to the negative economic impact of the Coronavirus pandemic.  Under Section 18004 of the CARES Act the Secretary of Education was directed to establish and allocate funds out of the Higher Education Emergency Relief Fund to higher education institutions to directly support students facing urgent needs related to the Coronavirus pandemic, and to support institutions as they cope with the immediate effects of the pandemic, including school closures. 

 

Since passing the CARES Act, two additional pieces of legislation have been passed, each providing resources to the Higher Education Emergency Relief Fund.  The Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act was signed into law December 27, 2020, and the American Rescue Plan (ARP) was signed into law on March 11, 2021.  The funds provided through each of these bills are referred to as HEERF I (CARES), HEERF II (CRRSAA) and HEERF III (ARP).

 

Baldy View Regional Occupational Program (Baldy View ROP) is required to provide regular reporting to the U.S. Department of Education on the use of funds authorized by HEERF I (CARES), HEERF II (CRRSAA) and HEERF III (ARP). The information noted below is intended to not only meet the reporting requirements of CARES, CRRSAA and ARP,  but also for transparency purposes to provide information to the public regarding Baldy View ROP’s use of the Higher Education Emergency Relief Funds (HEERF) 

 

 

HEERF I (CARES); HEERF II (CRRSAA); HEERF III (ARP)

STUDENT PORTION

Section 18004(c) of the CARES Act requires institutions to use no less than 50 percent of the funds received from Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students for expenses related to the disruption of campus operations due to coronavirus (including eligible expenses under a student’s cost of attendance such as food, housing, course materials, technology, health care, and childcare).  Additionally, under HEERF II (CRRSAA) and HEERF III (ARP), institutions are required to use no less than the minimum award amount under Assistance Listing Number (ALN) 84.425E to provide Emergency Financial Aid Grants to students (including students exclusively enrolled in distance education), which may be used for any component of the students cost of attendance or for emergency costs that arise due to Coronavirus such as tuition, food, housing, healthcare (including mental health care), or child care.

 

Acknowledgement of Funding and Certification

 

HEERF I (CARES)

Baldy View ROP acknowledges that the institution’s authorized representative signed and returned to the Department of Education the Recipient’s Funding Certification and Agreement to Students under the CARES Act. Baldy View ROP gives its assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

 

HEERF II (CRRSAA)

Baldy View ROP acknowledges that the institution has accepted the terms, conditions, and requirements of the CRRSAA Supplemental Agreement.  Baldy View ROP gives its assurance that the institution has used, or intends to use, no less than the minimum award under Assistance Listing Number (ALN) 84.425E to provide Emergency Financial Aid Grants to students.

 

HEERF III (ARP)

Baldy View ROP acknowledges that the institution has accepted the terms, conditions, and requirements of the ARP Supplemental Agreement.  Baldy View ROP gives its assurance that the institution has used, or intends to use, no less than the minimum award under Assistance Listing Number (ALN) 84.425E to provide Emergency Financial Aid Grants to students.

 

Total Award

 

Baldy View ROP has been awarded a total of $344,155 under HEERF I (CARES), HEERF II (CRRSAA) and HEERF III (ARP) collectively, which includes the Student Portion award and Institutional Portion (excluding FIPSE).  The US Department of Education issued Award No. P425E205482 for $148,295 which represents the required amount to be provided directly to students as Emergency Financial Aid Grants.  The amounts by award are as follows:

Funds Distributed to Date

 

The total amount of Emergency Financial Aid Grants distributed to students under HEERF I (CARES), HEERF II (CRRSAA) and HEERF III (ARP) as of the Quarter Ended March 31, 2022, is as follows for each award:

    • $86,669.52 (includes 43 cents of interest from our HEERF – Student bank account and 9 cents of interest from our HEERF – Institutional bank account earned through 12/31/2021). No additional interest has been earned as of the quarter ended March 31, 2022.

 

Total Awards to Students as of the Quarter Ended December 31, 2021 – Student Portion:  $148,295.52 (includes 43 cents of interest from our HEERF – Student bank account and 9 cents of interest from our HEERF – Institutional bank account earned through 12/31/2021).

 

Student Eligibility

 

HEERF I (CARES)

The total number of Baldy View ROP students eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965, and thus eligible to receive Emergency Financial Aid Grants to students under HEERF I (CARES) Section 18004(a)(1) is 22. This total is based on the number of students who submitted the Free Application for Federal Student Aid (FAFSA).

 

HEERF II (CRRSAA)

The total number of Baldy View ROP students eligible to receive Emergency Financial Aid Grants to students under HEERF II (CRRSAA) Section 314(a)(1) is 22.

 

HEERF III (ARP)

The total number of Baldy View ROP students eligible to receive Emergency Financial Aid Grants to students under HEERF III (ARP) Section 2003(7) is 22.

HEERF I (CARES)

The total number of Baldy View ROP students who have received an Emergency Financial Aid Grant to students under HEERF I (CARES) Section 18004(a)(1) as of the Quarter Ended March 31, 2022 is 22.

 

HEERF II (CRRSAA)

The total number of Baldy View ROP students who have received an Emergency Financial Aid Grant to students under HEERF II (CRRSAA) Section 314(a)(1) as of the Quarter Ended March 31, 2022 is 21.

 

HEERF III (ARP)

The total number of Baldy View ROP students who have received an Emergency Financial Aid Grant to students under HEERF III (ARP) Section 2003(7) as of the Quarter Ended March 31, 2022 is 21.

 

Methods Used to Determine Which Students Received Aid & How Much

 

Baldy View ROP’s general eligibility criteria for HEERF Emergency Assistance Grant funds are as follows (specific prioritizing criteria was also assessed such as current or previous enrollment in the current Term as of the date of application, Pell eligibility, eligibility for other federal or state need based aid and students that due to the Coronavirus Pandemic, have faced unexpected expenses either for themselves or that would affect their financial circumstances):

 

HEERF I (CARES)

  1. Student has completed a Baldy View ROP application for HEERF under the CARES Act and has incurred expenses due to disruptions caused by the Coronavirus pandemic.
  2. Student must be eligible to receive federal financial aid.   Baldy View ROP must have received a processed 2020-2021 FAFSA for the student (per HEERF initial guidance as of the date of application).
  3. Student is currently attending an eligible Adult Program.
  4. Student is making satisfactory academic progress (SAP) – per HEERF initial guidance as of the date of the application.

 

Students were notified by email on August 7, 2020, regarding their potential eligibility and were also provided the application.  Students who met the general eligibility criteria for funds (and any specific criteria for prioritizing students) were further notified by email on October 7, 2020, of their eligibility, check amount (Pell vs. Not Pell Eligible Students) and information on check distribution. 

 

HEERF II (CRRSAA)

  1. Student is or was enrolled in Baldy View ROP’s Adult Program on or after March 13, 2020
  2. Student has completed a Baldy View ROP application for HEERF Grants to Students.

 

Students were notified by email on June 4, 2021, regarding their potential eligibility and were also provided the application.  Students who met the general eligibility criteria for funds (and any specific criteria for prioritizing students) were further notified by email on June 10, 2021, of their eligibility, check amount (Pell vs. Not Pell Eligible Students) and information on check distribution. 

 

HEERF III (ARP) – Distribution #1

  1. Student is or was enrolled in Baldy View ROP’s Adult Program on or after March 13, 2020.
  2. Student has completed a Baldy View ROP application for HEERF Grants to Students.

HEERF III (ARP) – Distribution #2

  1. Student is or was enrolled in Baldy View ROP’s Adult Program on or after March 13, 2020.
  2. Student has completed a Baldy View ROP application for HEERF Grants to Students.

 

Students were notified by email on October 28, 2021, regarding their potential eligibility and were also provided the application.  Students who met the general eligibility criteria for funds (and any specific criteria for prioritizing students) were further notified by email on November 5, 2021, of their eligibility, check amount (Pell vs. Not Pell Eligible Students) and information on check distribution. 

Emergency Financial Aid Grants will be used to assist students who require financial assistance due to Coronavirus circumstances and expenses related to the disruption of campus operations due to the Coronavirus. Additionally, Emergency Financial Aid Grants will be used to assist students that due to the Coronavirus Pandemic, have faced unexpected expenses either for themselves or that would affect their financial circumstances.  The goal is to keep students on the path to academic success during this unexpected crisis.

 

As of the Quarter ended December 31, 2020, all HEERF I (CARES) – Student Portion funds received ($30,813) were distributed to students.

 

As of the Quarter ended June 30, 2021, all HEERF II (CRRSAA) – Student Portion funds received ($30,813) were distributed to students.

 

As of the Quarter ended December 31, 2021, all HEERF III (ARP) – Student Portion funds received ($86,669.52 – including account interest) were distributed to students.

On September 24, 2020, Institutions were notified that Quarterly Budget and Expenditure Reporting would be required for HEERF I (CARES) – Institutional Portion and HEERF I (CARES) – FIPSE.  Quarterly Budget and Expenditure Reports must be posted no later than 10 days after the calendar quarter (October 10, January 10, April 10, July 10) apart from the first report, which was due October 30, 2020, and the third report, which now includes HEERF II (CRRSAA) – Institutional Portion and is due by July 10, 2021, along with the fourth report, to also include HEERF III (ARP) – Institutional Portion.
